Update a budget's fields. A draft is edited in place; a published budget gets a new version. Omitted or null fields keep their current value. Frequency cannot change after publication. Effective changes to amountPerUserPerPeriod, frequency, startDate, or endDate return 409 when the budget has an active Agentic Card link; name and description updates remain allowed.
